Workday exposes a wide range of object types: workers, job requisitions, time-off and absence records, positions, inbox tasks, and performance reviews, alongside structural data covering supervisory organizations and compensation. This integration focuses on four object types that support direct, individually attributable performance indicators: job requisitions for recruiting, workers for hiring and mobility outcomes, absence records for workforce availability, and performance reviews for people management discipline. Structural objects such as positions or supervisory organizations contain valuable organizational intelligence but do not produce indicators that can be attributed to a specific person's contribution. Six KPIs were retained, selected against three criteria: ability to attribute to an identified owner via email, resistance to gaming, and balance between leading and lagging indicators.

Recruiting performance: pairing workload with outcome

Two KPIs cover recruiting activity, both attributed to the recruiting manager. Time to Fill measures the average number of days elapsed between a requisition opening and the position being marked as filled. Open Requisitions counts the number of requisitions currently unfilled at any point in time. The two indicators are not equivalent: Time to Fill is a lagging measure of past efficiency, while Open Requisitions is a leading indicator of future pressure. A recruiter handling a high volume of open requisitions will, absent any other change, produce a degradation of Time to Fill in the following period. Tracking both indicators together exposes the relationship between current workload and future performance before the degradation materialises in the outcome metric.

Time to Fill carries a structural caveat: it is influenced by role difficulty and market conditions as much as by recruiter effectiveness. A recruiter specialising in senior engineering roles will systematically produce higher values than one filling entry-level administrative positions, regardless of individual skill. This does not make the indicator invalid, but it requires that comparisons be made within cohorts of similar role types rather than across the full recruiting team. Segmentation by role level is the interpretive discipline that transforms a noisy ratio into a useful management signal.

Hiring outcomes: translating requisitions into headcount

New Hires counts the number of workers whose hire date falls within the measurement period, attributed to the hiring manager rather than the recruiting manager. This distinction is deliberate. The recruiting manager owns the process of finding and qualifying candidates; the hiring manager owns the decision to hire and the delivery of headcount growth on their team. A hiring manager with an OKR tied to team growth may depend on the recruiting function for throughput, but the headcount outcome is ultimately attributed to their scope of authority. The indicator is unambiguous and hard to game: Workday records hire dates at the system level and they are not editable by the hiring manager.

Workforce availability and people management: leading signals

Three KPIs cover workforce health and people management quality, each attributed at a different level of the organisation.

Absence Days per Employee

Absence Days per Employee sums approved absence days at the individual worker level. It functions as a leading indicator of disengagement or workload strain: sustained elevation in absence frequency within a team generally precedes both productivity decline and voluntary attrition. The indicator benefits from unusually low gaming risk relative to most HR metrics: absence records are entered and approved through the HR system, not by the employee themselves. An employee cannot inflate their absence count without supervisor approval, and cannot suppress it because records are system-controlled. What this KPI cannot distinguish is the source of the absence — illness, personal circumstances, or disengagement produce identical data points. Its value is in aggregate trend, not in individual case diagnosis.

Performance Review Completion Rate and Internal Mobility

Performance Review Completion Rate measures the proportion of performance reviews completed for a manager's team relative to the total number of reviews assigned in the review cycle. It is attributed to the manager, who owns the discipline of completing development conversations for their reports. The indicator is binary and binary only: it captures whether the review was submitted, not whether the content was substantive. This is a deliberate design choice. Rating inflation — the tendency for managers under pressure to assign uniformly high ratings — is a well-documented phenomenon that transforms a quality assessment into an activity signal. By measuring completion rather than content, the KPI retains low Goodhart risk while remaining actionable.

Internal Mobility counts the number of promotions and lateral transfers within a manager's team during the period. It is a lagging indicator of people manager quality: a manager who invests in their team's development creates internal career paths that reduce voluntary attrition. The indicator is also a retention proxy — organisations with high internal mobility rates consistently show lower involuntary attrition costs than those where career progression requires external moves. Read alongside Performance Review Completion Rate, the combination distinguishes between managers who complete the formal ritual of development conversations and those who translate those conversations into concrete career outcomes.

Scope and limits of the integration

Workday's primary strength is organisational-level workforce intelligence — headcount planning, compensation benchmarking, organisational design — and this is precisely where the integration is most limited. Indicators such as voluntary turnover rate, contractor ratio, and manager-to-individual-contributor ratio carry significant strategic value at the organisational level but cannot be attributed to an individual's contribution without generating perverse incentives or small-sample noise. A retention rate attributed to a manager with five direct reports is statistically meaningless; a retention rate attributed to a manager with fifty direct reports becomes a manipulation target. These metrics were deliberately excluded from the per-user KPI set.

Furthermore, Workday records the formal structure of the HR process — who submitted a review, who approved an absence request, who is listed as hiring manager on a filled requisition — but does not capture the quality of the underlying interactions. A performance review marked complete may reflect a thorough development conversation or a perfunctory form submission; the API data makes no distinction. The reliability of these six KPIs depends directly on the organisation's data entry discipline: consistent use of Workday's workflows by managers, recruiters, and HR administrators is the prerequisite for meaningful measurement. Organisations with partial Workday adoption or inconsistent workflow usage will see these indicators degraded in proportion to the gaps in system usage.
